Bachelor of Law

Faculty of Law Universitas Airlangga is one of the oldest law faculties in Indonesia. Initially, the faculty was established in 1952 as a branch of the Faculty of Law University of Gadjah Mada, Yogyakarta. However, with the establishment of Universitas Airlangga in 1954, which was inaugurated by the President of Republic Indonesia, Ir. Soekarno, Faculty of Law becomes one of the first three faculties of Universitas Airlangga. Two other faculties are Faculty of Medicine and Faculty of Dentistry. Some of the leading legal scholars in Indonesia, including Prof. Mr. A.G. Pringgodigdo (State Secretary of the Republic of Indonesia in President Soekarno’s Cabinet), became the founder of the Faculty of Law Universitas Airlangga. Due to its high reputation in carrying out higher education in the field of law, since the 1970’s Faculty of Law Universitas Airlangga has been appointed by the Ministry of National Education as advisory board for the development of other law faculties in eastern Indonesia. The Faculty of Law Universitas Airlangga has a vision to become a leading, independent, innovative, and adaptive faculty of law in Asia, a pioneer in law education that produces graduates as professional jurists with high competence and morality.

To achieve the vision, the Faculty of Law Universitas Airlangga does not only depend on academic aspects but also equips students with skills in legal practice. Therefore, the Faculty of Law Universitas Airlangga applies law education curriculum that combines theory and practice in order to equip students with comprehensive knowledge and understanding of legal theory and practice. In addition, the Faculty of Law Universitas Airlangga also responds to the challenge of globalization by preparing students in facing new legal system. Faculty of Law Universitas Airlangga always strives to develop and renew the legal professional education through various trainings as well research in the field of law conducted by academic staff.

Currently, the Faculty of Law Universitas Airlangga manages four programs, namely: Bachelor Program in Law, Master’s Program in Law, Master’s Program in Notary Law, and Doctoral Program in Law. As an effort to meet international standard, the Bachelor Program in Law  was certified by ASEAN University Network Quality Assurance (AUN-QA) in 2016 with the predicate of better than adequate indicating that the academic quality assurance system in the program is well implemented and fulfilling 15 criteria of AUN-QA.

The Institutional development programs in the next five years (2016-2020) are focused on: 1) international recognition; 2) improving the graduate’s quality; and 3) increasing the role of faculty units as revenue generating units. Six priority activities have been designed to implement the priority programs, namely: 1) increasing the number and quality of research with the target of publication in national and international journals; 2) opening international classes/programs and intensifying summer course programs; 3) strengthening Quality Assurance Team in each program to ensure the quality of academic implementation; 4) improving the quality of human resources both lecturers and educational staff; 5) improving the quality and capacity of facilities to support Tridharma activities; and 6) expanding collaborative networks with the Government, Private companies and Alumni to empower existing units in the Faculty to increase revenues.

 

ACADEMIC REGULATIONS

A. Credit Unit System (SKS)

  1. The credit unit system is an organizing system for higher education program by using credits to indicate the study load of the students, the workload of the academic staff, and the organizing load of the education program.
  2. Semester is a time unit of activities consisting of 14 to 16 weeks of lectures or other scheduled activities, including 2 (two) to 3 (three) weeks of final exams and evaluation.
  3. A credit is used to measure the learning experience for 1 (one) semester through weekly scheduled activities that consist of 1 (one) hour of lecture/tutorial, or 2 (two) hours of laboratory work, or 4 (four) hours of field work, in which each is accompanied by approximately 1-2 hours of structured activity and 1-2 hours of independent activity.

      4. The Objectives of the Credit Unit System (SKS):

  1. Providing an opportunity for competent and hard-working students to complete the study in a relatively short time that suits their individual abilities and plans;
  2. Providing opportunities for students to take courses in line with their talents, interests and competences;
  3. Opening a possibility for organizing an educational system that match inputs and outputs with the areas of study;
  4. Facilitating curriculum adjustment over time to keep up with the latest development of science, especially in the field of law and technology, and the rapid changing of the community needs;
  5. Enabling to conduct a more thorough and objective evaluation system of student learning progress;
  6. Allowing credit transfer between faculties/departments/programs in Universitas Airlangga;
  7. Allowing student transfer from other state universities to Universitas Airlangga, and vice versa

B. Credit Value dan Credit Load

  1. Credit value is the amount of study load for one semester for each student or the study load to complete the education program.
  2. The credit value is set by credits
  3. One credit for students entails academic activities consisting of:
    1. A scheduled face-to-face meeting with the lecturer for 50 minutes
    2. Unscheduled activity for one hour (homework, essay writing, etc.)
    3. One hour of independent supporting activity, such as reading in the library.
  4. Undergraduate study load is at least 144 (one hundred and forty four) credits and as many as 160 (one hundred and sixty) credits scheduled for 8 (eight) semesters and may be taken in less than 8 (eight) semesters and the longest is 14 (fourteen) semesters.

    C. Grade-Point Average
  1. In the credit unit system, there are two types of grade-point average (GPA): semester grade-point average and cumulative grade-point average.
  2. Semester GPA measures student’s quality of performance in courses enrolled in one semester.
  3. Cumulative GPA measures student’s quality of performance calculated from the beginning of the study to the last semester attended.
  4. The number of credits taken for the study plan depends on the GPA from the preceding semester. The number of credits for the succeeding semester is determined by the following guidelines:

Preceding semester GPA and Number of credits to take

< 2.00          :           15 credits

2.00 – 2.50   :           18 credits

2.51 – 3.00   :           20 credits

> 3               :           24 credits

D. Curriculum

  1. Academic Year of the Faculty of Law Universitas Airlangga consists of two semesters, namely Odd Semester and Even Semester.
  2. Courses offered in the Faculty of Law Curriculum consist of:
    1. National Compulsory Courses
    2. Faculty Compulsory Courses
    3. Major Compulsory Courses
    4. Major Elective Courses
  3. Major Compulsory Courses include:
    1. Major Compulsory Courses in Business Law Studies
    2. Major Compulsory Courses in Judiciary Studies
    3. Major Compulsory Courses in Constitutional Law Studies
    4. Major Compulsory Courses in International Law Studies
    5. Major Compulsory Courses in Islamic Business Law Studies
  4. Major Elective Courses consist of:
    1. Major Elective Courses in Business Law Studies
    2. Major Elective Courses in Judiciary Studies
    3. Major Elective Courses in Constitutional Law Studies
    4. Major Elective Courses in International Law Studies
    5. Major Elective Courses in Islamic Business Law Studies
  5. National Compulsory Course is a required course in the national curriculum. All (National, Faculty, or Major) Compulsory Courses are offered in Odd and Even Semesters, while Major Elective Courses are offered alternately in Odd and Even Semesters.
  6. Faculty Compulsory Course is required for students enrolled in the Faculty.
  7. Major Compulsory Course is required for students choosing the respective major.
  8. Major Elective Course is an optional course that student can take to complete the minimum number of credits of 144 and a maximum of 160. In prerequisite courses, students must earn a minimum grade of D.
  9. Upon failing to obtain a credit for an Elective Course, students are not required to retake the same course. The course can be deleted and replaced by another Elective Course.
  10. Retaking courses in which students receive grades of BC, C, D, and E can be done no later than 4 (four) semesters after taking the course. The grade recorded is the best grade earned. In repeated course, the highest grade to earn is an A.
  11. Student is entitled to drop grades from any Elective Courses in calculating the Cumulative GPA.

 E.  Credit Unit System Administration

  1. There are several stages required to carry out academic activities and credit unit system administration in each semester. They are the following:
    1. Re-registration after paying tuition fee in accordance with the provisions of the University academic regulation
    2. Study Plan Card (KRS) / Revised Study Plan Card (KPRS) proposed;
    3. Courses and/or Laboratory Works conducted;
    4. tests and announcement of test results;
    5. Grade administration (issuance of Grade Card or KHS)
  2. For new students, the registration is conducted at the beginning of the academic year. For existing students, re-registration is done at the beginning of each semester.
  3. New students must present Letter of Acceptance as students at the Faculty of Law Universitas Airlangga in order to register.
  4. To re-register, existing students must meet the following conditions:
    1. Not exceeding the maximum study period;
    2. Not subject to academic sanctions;
    3. Eligible to re-register
  5. Once registered, students will receive Student Identity Card (KTM).
  6. With a valid Student Identity Card, students are entitled to attend all academic activities and use available educational facilities
  7. Together with the Academic Advisor, students prepare their study plan by adjusting the study load with the preceding Semester GPA.
  8. Students are required to fill in the Study Plan Card online through the cyber campus after consulting with their Academic Advisor. Upon gaining approval from the Academic Advisor, students are required to print 3 (three) copies of the card, each for the academic subdivision, the Academic Advisor and the student’s personal archive.
  9. Students personally decide upon a major or area of study after a discussion with the academic advisor
  10. Students input Compulsory and Elective Courses in their Study Plan Card according to their chosen major.
  11. Students are not allowed to enroll in classes that are scheduled at the same time. Should this happen, the enrollment to both classes will be dropped.
  12. Students can enroll in courses with prerequisites upon passing the prerequisite courses. Otherwise, enrollment in such courses will be dropped.
  13. Students are allowed to revise the Study Plan Card with the approval of the Academic Advisor by filling in the Revised Study Plan Card online through the cyber campus within the stipulated time.
  14. The Revised Study Plan Card can only be filled in after completing the Study Plan Card.
  15. Enrolled courses cannot be dropped.
  16. Students are required to comply with the established codes of conduct and regulations for the smooth running of the teaching and learning process, including codes of conduct in classes, laboratory works, exams, as well as on- and off-campus activities.

F.   Examinations

  1. The objectives of conducting examinations are:
    1. Assessing student’s understanding and mastery of the lessons presented in a course;
    2. Grouping students into categories based on their competence, namely A, AB, B, BC, C, D, and E.
  2. Exams can be in various forms, including written exams in the form of essays or objective tests, oral exams, seminars/theses, assignments, and take-home exams. Practical exams are conducted to test students’ practical skills and may be accompanied by written or oral exams. The test forms are tailored to the objective and the specified time frame.
  3. Exams are conducted in accordance with the faculty academic calendar.
  4. Students are allowed to take the final exams if they have a minimum 75% of attendance on lectures and/or laboratory works.
  5. Make-up Tests can be administered with the approval of the course coordinator only in cases of illness, or performing state duties, faculty duties, or university duties.
  6. Students who arrive late for valid reasons are allowed to take the exam but are not granted additional time.
  7. During the exam, students must:
    1. sign the attendance list;
    2. present an Exam Card to be validated by exam supervisor;
    3. present a valid Student Identity Card;
    4. work on the exam quietly, honestly and independently;
    5. comply with the existing rules and regulations;
    6. comply with technical instructions from the supervisor concerning the conduct of the examinations;
    7. ask for permission to the supervisor when leaving the premises before the end of the exam;
    8. submit the answer sheet to the exam supervisor.
  8. Lecturers as exam supervisors are authorized to:
    1. arrange and assign seats, and check attendance of the test takers;
    2. specify exam equipment that the test takers are allowed to bring;
    3. reject the presence of a non-registered test taker;
    4. record any fraud conducted by test takers in the Exam Official Report.

The Course Coordinator is responsible for conducting the exam.
